Director of Early Childhood Services Management Systems (EBCAP0347)

East Bay Community Action Program is seeking a Director of Early Childhood Services Management Systems for its Head Start Program. The Director of Early Childhood Services Management Systems is a fulltime/full year position which is primarily located at our facility in Newport, RI.  The Director will oversee program management systems to create a framework for management and staff to effectively and efficiently administer early childhood program services.  The ideal candidate will work with leadership and management teams to ensure that the infrastructure supports quality program operations for the Office of Head Start and RI State systems that oversee early childhood systems.

Head Start is proud of its ability to provide comprehensive support to our children and their families as we are part of the larger EBCAP family which includes qualified health centers in both the upper and lower bay, dental services, and behavioral health for children and adults.  Through our umbrella of services, we can fully support each child and each family and provide a holistic array of ancillary services. 

The Director reports to the Vice President of Head Start and directly supervises the Communications Coordinator; Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) Specialist; Office Assistants in all five sites, Data Systems/Compliance Specialist, Reporting Specialist and is part of Head Start’s Senior Leadership team.  The Director’s goal is to oversee and direct planning systems to ensure a continuous cycle, involving key members of the early childhood program team and community.  The expected outcome is the creation of achievable goals and short-term program and fiscal objectives that are to be monitored and measured.   The Director also ensures adherence to EBCAP Personnel Policies.

QUALIFICATIONS:

The Director of Early Childhood Education will have a minimum of:

  1. Bachelor’s degree in Human Services, early childhood or related field with emphasis in children aged birth to five years with at least seven years of related worked experience and three years experience in supervision, administration and grants/financial management along with professional preparation in a field appropriate for those who work with young children.
  2. Experience and proficiency with computer systems and applications (i.e., Microsoft Office, Child Plus (Head Start’s data system), Teaching Strategies GOLD.
