Director of Early Childhood Education (EBCAP0345)

East Bay Community Action Program is seeking a Director of Early Childhood Education for its Head Start Program. The Director of Education is a full time/full year position which is primarily located at our facility in Newport, RI.  The Director will direct, manage, and monitor education and special services activities of Head Start, Early Head Start and state funded Pre-Kindergarten classrooms (Head Start).

Head Start is proud of its ability to provide comprehensive support to our children and their families as we are part of the larger EBCAP family which includes qualified health centers in both the upper and lower bay, dental services, and behavioral health for children and adults.  Through our umbrella of services, we can fully support each child and each family and provide a holistic array of ancillary services. 

The Director reports to the Vice President of Head Start and directly supervises the Education Coordinators and the Special Services Coordinator in all 6 of our sites, and    is part of Head Start’s Senior Leadership team.  The Director’s goal is to ensure compliance with, and implementation of, Head Start Program Performance Standards, Rhode Island Child Day Care Center and School Age Program Regulations for Licensure, Rhode Island Department of Education Early Learning Standards, and East Bay Community Action Program (EBCAP) Head Start/Early Head Start Program Plan.

The Director also ensures adherence to EBCAP Personnel Policies, Positive Behavioral Intervention and Supports (PBIS), the Incredible Years, Classroom Behavioral Management System, The Creative Curriculum and developmentally appropriate practices (DAP) as defined by Caring for Our Children. 

The Director monitors and manage classroom quality (ITERS, ECERS, CLASS), the fidelity of classroom curriculum (Teaching Strategies, Incredible Years) and fidelity of child assessment (Teaching Strategies GOLD) in accordance with the Head Start Program Performance Standards, RI Early Learning and Development Standards, best practice as defined by Caring for Our Children and current best practices in early childhood education. 

QUALIFICATIONS

The Director of Early Childhood Education will have a minimum of:

  1. Hold current RI certification in Early Childhood Education (ECE-birth to age six) or ECE Special Education or
  2. MA or BA in ECE with 3 months supervised ECE teaching experience and obtain ECE or ECE Special Education certification within one year of hire or
  3. MA or BA in a related field * and meet course work and experiential requirements defined in RI Early Childhood certification standards and obtain ECE or ECE Special Education certification within 1 year of hire.
  4. Other combinations of education and experience will be considered on a case-by-case basis.

The Rhode Island quality rating and improvement system, Bright Stars defines related degrees for early childhood education teachers as Human Development, Psychology, Sociology, Social Work, Education, Pediatric Nursing, Home Economics/Family & Consumer Science, Physical Education & Recreation and Child & Family Studies.  Coursework and experiential requirements for certification in ECE or Special Education ECE are determined by the RI Department of Education.

Preference will be given to those applicants who have significant management experience and a solid track record as an innovative and results-oriented educator.
