Chief Financial Officer

 Chief Financial Officer is responsible for all financial and fiscal management aspects of  East Bay Community Action Program (EBCAP) and Affiliates (collectively the Agency). The CFO provides leadership and coordination in the administrative, financial planning, accounting, and budgeting efforts to help EBCAP fulfill its mission and goals.

As a key member of EBCAP’s Senior Management team member, the CFO establishes broad organizational goals, objectives, and policies, particularly in fiscal affairs.  The CFO will have primary responsibility for planning, implementing, managing, and controlling the Agency’s financial activities including, but not limited to directing and developing staff activities involving: accounting functions, accounts receivable clinical billings & collections, accounts payable, budgeting, cash-flow, financial reporting, institutional financing, lines of credit, and providing guidance on compliance with applicable Federal regulations and terms & conditions grant awards. 

Develop strategies that enhance training, development, retention, and team building for employees in areas of fiscal responsibility, including, but not limited to accounts receivable, accounts payable, clinical billing, collection, accounting, budgeting & financial reporting, etc.

Provide support to the Chief Information Officer as needed to ensure that a disaster recovery plan is in place.
Support project activities by establishing guidelines for capital funds utilization and solicitation plus monitoring the use of fund balances, forecasting.

Oversee financial policies and procedures for the accurate and consistent recording and reporting of all financial matters including budgeting, external financial reporting, internal financial reporting, grant analysis, capital funds tracking, project cost accounting, project and operational performance analysis,
Efficiently provide periodic reports to the Board of Directors and compile internal cost studies and grant applications.
Monitor and evaluate worker performance, establish work priorities and delegate tasks, and train staff in proper accounting procedures.

MINIMUM REQUIRED EDUCATION
A Bachelor’s Degree in accounting; CPA designation or MBA preferred; 7-10 years of financial management/ supervisory experience in a leadership role (preferably in an FQHC, CMHC, non-profit environment); advanced knowledge of financial-related software applications and reporting tools, i.e. Excel, Word, PowerPoint, etc.

Administrative Assistant $1,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking a full time Administrative Assistant to work in our office in Barrington. Our mission is to provide high-quality, comprehensive, and accessible health, dental, behavioral health, and human services to assist people to achieve their fullest potential. The Administrative Assistant will provide administrative and clerical support to improve and maintain the efficient operation of the Behavioral Health Division.

Successful candidate will report to the Project Manager of Behavioral Health and is responsible for providing clerical, administrative, and operational assistance to assigned staff within the Behavioral Health division. Administrative Assistant $1,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) has an opportunity for a highly qualified, self-motivated Administrative Assistant for our Health Center at 100 Bullocks Point Avenue in East Providence RI.  The Health Center Administrative Assistant will provide administrative, clerical service and coordination of special projects to support the operation of the Health Center Administration and Quality team for the Integrated Health services. Research, recommend, and apply HRSA, NCQA, 340B Pharmacy, and FTCA licensing/accreditation standards to EBCAP practices; keeping well versed in requirements and changes to support the organization and the department. 

The successful candidate will report to the Vice President /Chief Innovation & Strategy Officer and Quality Department; responsibilities include, however, not limited to scheduling and organizing trainings and conferences for health center staff, data input and submission of documents to a variety of local, state, and federal entities, administrative support for organization and submission of grants written and/or assigned by the CSO and taking detailed minutes at assigned meetings.  He/she will research, recommend and apply Health Resources and Services Administration (HRSA), National Committee for Quality Assurance (NCQA) and Federal Tort Claims Act (FTCA) licensing/accreditation standards to EBCAP practices; keeping well versed in requirements and changes to support the organization and department.     

The position requires a minimum of a High School Diploma/GED required. The ideal candidate must be able to work independently, be able to prioritize work, meet deadlines, engage in public speaking and provide oral presentations. He/She must also be proficient with Microsoft Office Suite.

Assistant Program Manager/Hospital Liaison $2,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking a full time Assistant Program Manager/Hospital Liaison to work in our Barrington location at 2 Old County Road. The Assistant Program Manager/Hospital Liaison will coordinate communication with key medical and social services (inside and outside of the organization) involved with Integrated Health Home (IHH) or Assertive Community Treatment (ACT) client’s care upon discharge from a higher level of service (such as hospitalization), to potentially reduce medical errors, missed appointments, and dissatisfaction with care.  Encourage client towards direct communication with providers, as well as, preparing clients to eventually self-manage their acute and chronic conditions. Provide supervisory and clinical coordination to a multidisciplinary clinical and rehabilitative staff engaged in the delivery of intensive community-based services to an adult population living with severe and persistent mental illness.

CORE POSITION FUNCTIONS IN SUPPORT OF ASSISTANT PROGRAM MANAGER:

• Under the direction of a Program Manager, supervise a multidisciplinary team working to integrate services for clients with severe and persistent mental illness, many of whom are dually diagnosed with substance abuse issues. 
• May conduct daily team meetings to plan and review services for enrolled clients and to ensure the provision of quality and integrated care.
• Provide ongoing education to staff to ensure that quality care includes the interaction of medical, pharmacological, psychosocial, spiritual and vocational issues. 
• Maintain positive working relationships with other Managers, eliciting the involvement of appropriate personnel in the supervision of team RN’s and Vocational Specialists.  
• Continuously monitor the content and timeliness of team members’ clinical documentation, addressing concerns as they arise, and ensuring compliance to the Center’s published standards for the completion of clinical documentation. 
• Ensure team members’ adherence to productivity expectations.
• Participate in the recruitment, screening, and hiring of team members. Provide orientation to new hires under direction of Program Manager. 
• In the absence of Program Manager, assume responsibility for all administrative and clinical duties of the respective team.
• Keep Program Manager informed of significant information during regular supervision or on an ad-hoc basis, as needed. 
• Assist Program Manager in the adherence to, and achievement of, annual budget.

Must have a Bachelors Degree in Human Services field.  Minimum of two (2) years experience in community-based treatment and rehabilitation.

Awake Overnight Residential Treatment Worker $2,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) has an immediate full-time opening for a third-shift Awake Overnight Residential Treatment Worker for our residential group home in Providence, RI that serves up to eleven (11) adult men and women.

EBCAP is offering a two-step sign-on bonus totaling $2,000 for external applicants.

The individual in this “awake overnight” position supervises the safety and well-being of the clients during the hours of 11:00 pm and 7:00 am. He/she will perform housekeeping duties and administrative tasks, as well as assist and redirect clients during the night as necessary. He/she may occasionally educate and assist clients regarding household management, daily structure, adult daily living skills (ADL), nutrition, and food safety. All shifts require the observation and recording of self-administration of medications, and training will be provided to all new staff as necessary.

Billing & Collections Specialist, Senior $1000 Sign-on Bonus

East Bay Community Action Program (EBCAP) is seeking a Billing and Collections Specialist Senior in East Providence at 100 Bullocks Point Avenue. Under general supervision of the Director of Finance & Revenue Cycle, Senior Billing & Collections Specialists are responsible for timely submission of claims to maximize billings and collections from a wide variety of medical, behavioral health, and/or dental providers and locations, as well as monitoring and ensuring payments for clinical services are received in a timely manner.

EBCAP is offering a two-step sign on bonus totaling $1000 for external applicants.

Work directly with peers, leadership, providers, and staff to ensure success of business strategies, compliance plans, and work-flow improvements related to billing & collections.

Utilize EMR, PM, and Clearinghouse data to analyze and work assigned A/R, such as: identifying, working, and minimizing preventable rejections, Return to Providers, denials and write-offs

Ensure that all balances are billed to the responsible payor, this includes correcting eligibility on encounters erroneously assigned to A/R; communicate these instances to the responsible biller to ensure that claims will be billed to the correct payer within timely filing limits

Ensure accurate patient balances (coinsurance, deductible, etc.) Apply sliding fee scale for eligible patients (when appropriate)

Complete and submit credentialing applications/re-applications to contracted Managed Care Organizations (MCO) in a timely basis, to maximize patient access to care, and minimize financial liability of non-reimbursable services provided. Maintain individual clinician credentialing files. Obtain all licensing/certification/educational information from applicants/staff/Director of Compliance & Credentialing as necessary to complete submissions.

Follow-up on all applications/re-applications sent to clinical staff for completion. Review for accuracy and completeness prior to submission to MCO. Maintain contact with MCO regarding progress of application/re-application.

Minimum Required Education- High school diploma or equivalent required Five (5) or more years previous experience as a Billing & Collections Specialist in a healthcare environment, preferably an FQHC with progressive responsibility. Certified coder a plus  Previous experience credentialing clinical staff with managed care organizations a plus.

Case Manager/Community Treatment Specialist $2,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking three full time Community Treatment Specialists for our Behavioral Health Services Division at our 2 Old County Road location in Barrington, RI. The successful candidate will promote our Health Home clients’ ability to function independently, improve the quality of their lives, and improve their ability to access other supportive services within EBCAP and the community.

Due to the critical nature of this position to both the community and the organization, EBCAP is offering a two-step sign on bonus totaling $2,000 for external candidates.

The Community Treatment Specialist will provide advocacy and/or act as a liaison in all aspects of clients’ lives including working with property owners, families, police, healthcare providers, judicial system personnel, social service providers, and other support systems designed to ensure the clients’ independence. The Community Treatment Specialist are integral members of a multidisciplinary team of care coordination, treatment planning, collaborating with EBCAP staff on individual cases, ongoing quality improvement efforts, and promoting recovery efforts within case management.

The Community Treatment Specialist requires a minimum of an Associates Degree and or 10 plus years of experience working in behavioral health.

Community Health Worker HEZ Full-Time Temporary $500 Sign-On Bonus

The Community Health Worker is a  full-time, 35-hour position, for 35 weeks ending in May, and will collaborate with the East Providence (HEZ), East Bay Community Action Program (EBCAP),  and residents to provide response and recovery to COVID-19 by addressing the social and healthcare needs of the school community. The individual will assist psychiatrically disabled residents of a Residential Rehabilitation Facility with learning and increasing daily living skills and structure, assisting clients in individual growth and optimizing personal independence, while adhering to individual treatment plans.

Responsible for medication monitoring and conduct assessment of individual cases to determine clients’ needs in regard to basic life areas and adult daily living skills, including, but not limited to, food, shelter, hygiene, medication, transportation, health care, financial management, as well as, decent, safe, and sanitary living conditions.  Provide a variety of services that educate, teach, supervise, assist, and encourage clients to attain the highest possible levels of independence and safety.  Coordinate clinical care of assigned clients with multi-disciplinary team, as well as directly with the clients, and family members (if applicable), to ensure assessed needs are met.  Immediately report to supervisor any conditions that fall outside the norms of acceptable situations, such as unsafe or unsanitary living conditions, decline in client functioning, etc.

Coordinator Baby Steps

East Bay Community Action Program (EBCAP) is seeking a Part-Time (20 hours per week) Program Coordinator for our Baby Steps Program in Newport, RI.

The Program Coordinator is the primary person responsible for outreach, building relationships, and retention of area families with children from age zero/pre-birth to age five (5) for participation in Baby Steps.  Organize and participate in all Baby Steps events and activities in collaboration with the Baby Steps volunteers.  Participate in and assist with organizing fundraising events and grant writing. Serve as a liaison between Baby Steps and the community by attending meetings and events as requested as well as attending and/or reporting to the Baby Steps Advisory group on a regular basis.  

Recruit participating families, schedule vendors, recruit and communicate with volunteers, conduct registration, and provide a quarterly newsletter to the Baby Steps Advisory group, community organizations, families, and funders. Submit written monthly progress report to EBCAP Board of Directors via the Family Development Senior Director. Coordinate all aspects of financial recordkeeping for daily program operations. Early Childhood Behavioral Health Clinician Head Start $1000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking a part-time Independent Licensed Clinician for our Kids Connect Program for our Head Start programs located in the Upper Bay and Lower Bay. The child/family-focused clinician will assess and create holistic, therapeutic, and integration assessments, and create and implement classroom plans for children eligible for the Kids Connect Program funded by the RI Department of Human Services. We need caring, competent, individuals to join our growing multidisciplinary team and make real differences in the lives of children and their families.

 The clinician will work collaboratively with the teachers and support staff within the classroom through observation and consultation to address the child's needs and to create a physical and cultural learning environment that promotes positive mental health, social and emotional support, and education. Will provide a wide range of age-appropriate behavioral health services to children and their families enrolled in the Head Start/Early Head Start programs at EBCAP. Will coordinate and refer to outside agencies as needed.

1. Assist the program to implement strategies to identify and support children with mental health and social and emotional concerns. (Head Start Standard)
2. Provide assessment, diagnosis, treatment planning, coordination of services, continuing evaluations of behavioral health, addictive disorders, trauma-related issues, and discharge planning.
3. Responsible to maintain clinical documentation including initial assessment, diagnosis, treatment plan, and progress notes; ongoing maintenance of client clinical files as designated by the agency, state, and federal guidelines.  Record all clinical transactions and documentation in the organization’s electronic medical record System (NextGen). 
4. Assist teachers, including family childcare providers, to improve classroom management and teacher practices through strategies that include using classroom observations and consulta­tions to address teacher and individual child needs and creating physical and cultural environ­ments that promote positive mental health and social and emotional functioning. 5. Assist staff to address prevalent child mental health concerns, including internalizing problems such as appearing withdrawn and externalizing problems such as challenging behaviors. (Head Start Standard)

Family Navigator Outreach $1,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking a Full-time (30 hours per week) Family Navigator, to service the Middletown Child Opportunity Zone, this is a one-year grant-funded position. 

Identify, engage, outreach, and provide social service/health navigation to the target population in the community served, to promote participation in maternal/early childhood programming and support school readiness and healthy family functioning.

Complete EBCAP’s comprehensive Family Assessment tool to identify individual/family needs.  Collaborate to solidify goals, determine a case plan, provide internal and external referrals, and track progress. 

Assist in developing a resource directory of organizations that can support families in the assigned community.   

Coordinate and strengthen the resource capacity within the assigned community to serve expectant parents and families with young children by conducting community outreach; recruiting for maternal/early childhood programming; and providing navigation services to support school readiness and the overall health and wellness of children and families. Assist HEZ Director/MCOZ Manager in building school/community/state collaborations. Support the implementation of family education/play and learn groups and enrichment activities as assigned. Responsible for data collection and assisting in the evaluation of assigned grants.

Intern Head Start/Early Head Start

East Bay Community Action Program (EBCAP) is seeking positive and energetic individuals for our internship program at our Chafee Head Start in Newport, RI.

Individuals will Participate in a paid, 9-week Early Childhood Internship Program designed to prepare candidates to begin a career in Early Childhood Education, focus will be on developmentally appropriate practices that ensure all children have the opportunity for a high-quality, nurturing, and safe learning experience.

The 9-week program will include in-person and virtual training, hands-on practice, classroom observation with instruction, assessment of skills, and group mentoring.  Training will include early childhood development (birth to 5 years) and quality practices as outlined in Head Start Program Performance Standards, Rhode Island Child Care Center Regulations for Licensing, Head Start Early Learning Outcomes Framework, RI Early Learning and Development Standards, Incredible Years (IY), Conscious Discipline classroom strategies (CD), The Creative Curriculum and developmentally appropriate practices (DAP) as defined by the National Association for the Education of Young Children (NAEYC).   The program supports interns who complete training and practice to engage with children under the supervision of an Education Coordinator or Lead Teacher.

After the program candidates will have a portfolio to document the training and classroom hours completed. Qualified candidates will be encouraged to apply for entry-level employment with EBCAP in a Head Start, Early Head Start, or Pre-K classroom. Once hired, successful candidates will continue training and gain experience in an early childhood classroom to complete a training portfolio that supports the application for a Child Development Associate (CDA) credential.  Continued employment following the completion of the internship is not a guarantee.

East Bay Community Action Program (EBCAP) is seeking a full-time (30 hours per week) and a part-time (15 hours per week) Lead Teacher for our Newport Family & Child Opportunity Zone (NFCOZ) Program at the Pell Elementary School in Newport, RI. NFCOZ provides services and referrals to Newport children and their families in school and community settings, in partnership with Newport Public Schools, parents, and the community. 

The Lead Teacher is responsible for creating and implementing the curriculum and thematic activities for their assigned Champion Childcare Program at Pell classrooms, the development and implementation of a nurturing environment for the children, supervision, and care of enrolled elementary students, Communication with families; and assisting to supervise and direct childcare teacher assistants. 

Support students who are identified as needing additional resources and interventions in coordination with classroom teachers and specialists.  Assist the Coordinator NFCOZ to offer students a broad array of activities that reinforce and complement the regular academic program and that support connections to school, assist students to develop 21st Century skills, and contribute to students’ and emotional growth.  Supervise children and ensure safety while attending assigned sessions.

East Bay Community Action Program (EBCAP) is seeking a Full-Time  Manager of Housing Support Services to oversee daily operations of the Pay for Success and Home Stabilization programs and supervises case management services in the Permanent Supportive Housing Program.

Ensures compliance with contractual obligations and approved budgets. Cultivates relationships with external partners to access housing and wraparound support services to promote clients’ resiliency and overall wellness. Partners with other EBCAP personnel to identify opportunities for integration and the development of a more consistent model of providing housing support services. Assists in the development of future EBCAP housing programs.

Manage daily operations of assigned programs including hiring, training, supervising, and evaluating staff; assist in the development of program budgets and manage according to approved budgets; ensure compliance with the terms and conditions of contracts, grants, and Home Stabilization certification standards; and ensure clients receive high-quality services in a culturally responsive, person-centered, trauma-informed approach

Create and maintain an internal and external referral/intake process that collects all client data required by assigned contracts and EBCAP and is highly responsive to client needs.

Residential Group Home Case Manager (per diem) $2,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking on-call Residential Case Managers for our residential group to assist up to eleven (11) adult men and women living with serious and persistent behavioral health issues in our residential group homes in East Providence and Warren, RI.  The Residential Case Managers have the opportunity to cover a variety of shifts (7:00 am to 3:00 pm, 3:00 pm – 11:00 pm, and/or 11:00 pm to 7:00 am) and duties will depend on particular shift covered.

On first and second shifts, the ideal candidates will provide a variety of services that educate, teach, supervise, assist, and encourage clients to attain the highest possible levels of independence and safety. Senior Staff Accountant $1000 Sign-on bonus

East Bay Community Action Program (EBCP) is seeking a Staff Accountant Senior at 19 Broadway Under the direction of the Director of Accounting, assist/maintain/reconcile general ledger accounts and activity; prepare monthly financial reports required per the terms and conditions of Federal, State and other funding sources.  Work with Directors of Finance and department/program managers to prepare grant and departmental budgets/projections and monitor budget vs. actual activity. 

1. 4. Assist Federal, State, and Funding Source auditors/fiscal reviewers during grant site visits with requested information/ documentation.
5. Enter Head Start and Early Head Start budget in the office of enterprise system which is designed to serve as a consolidated and comprehensive repository for reliable data about OHS (Office of Head Start) grantees and program operations.

East Bay Community Action Program (EBCAP) is seeking Part-time and Per Diem Teacher Assistants positions for our Newport Family & Child Opportunity Zone (NFCOZ) and Middletown Child Opportunity Zone (MCOZ) Programs. The NFCOZ/MCOZ provides services and referrals to Newport and Middletown children and their families in school and community settings, in partnership with Newport Public Schools, Middletown Public Schools, parents, and the community.

The successful candidates must have excellent communication skills to effectively communicate with parents, children, staff, community representatives, and volunteers and have one of the following:

1. A minimum of a high school diploma or GED certificate with a minimum of 9 credit hours in Early Childhood Education (ECE) coursework and a supervised teaching experience in an ECE setting and must be enrolled in a Child Development Associate (CDA) program to be completed within one year of hire OR;
2. Child Development Associate (CDA) credential in Early Childhood and a supervised teaching experience in ECE setting OR;
3. Bachelors or Associates in Early Childhood Education or a related field* and supervised teaching experience in an ECE setting.

*The Rhode Island quality rating and improvement system, Bright Stars defines related degrees for early childhood education teachers as Human Development, Psychology, Sociology, Social Work, and Education. Pediatric Nursing, Home Economics/Family & Consumer Science, Physical Education & Recreation, and Child & Family Studies.  Teacher candidates who hold a related degree will be required to provide a detailed college transcript to validate appropriate ECE related classes that include but are not limited to child development, early childhood education and curriculum, early childhood teaching and assessment, psychology, family development, health, and physical development, mathematics, science, children’s literature, approaches to learning, social and emotional development, language development and communication, creativity, professionalism, differentiated teaching, and learning.

Weatherization Auditor/Inspector $1000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking a full-time Weatherization Auditor/Inspector to perform comprehensive energy audits in homes and apartments for income-eligible households, with a special focus on health and safety.  This includes but is not limited to heating/cooling efficiency tests, checking the insulation in walls, attics, and basements, as well as assessing for gas leaks and/or carbon monoxide levels. He/She will also ensure all work performed, as well as all clients deemed eligible, are in compliance with all Federal, State, and Agency regulations pertaining to the weatherization program, and that approved spending and documentation requirements for services is within grant specifications.

EBCAP is offering a two-step sign-on bonus totaling $1000 for external applicants.

The successful candidate requires a High School Diploma or GED.  Certification through the Building Performance Institute as a Building Analyst is required within three (3) months of hire and as a Quality Control Inspector within eighteen (18) months of hire.
