Head Start Health Services-Director

EBCAP is offering a two-step sign-on bonus totaling $2500 for external applicants.

East Bay Community Action Program’s (EBCAP) Head Start Early Head Start Program is seeking a full-time Director of Head Start Health Services. This full-time/full-year position is located primarily at the Newport RI site. Still, periodic travel to the other five (5) Head Start sites (Tiverton, Riverside (2), Warren, and Middletown) is necessary.

This position manages the functioning of the health component to ensure that the health and safety needs of all children (birth to five), families, and staff in the program are provided for. Compliance is required with Federal and State Standards and Regulations, and with the overall goals, objectives, and mission of the Head Start/Early Head Start Program. The Manager will also provide professional medical consultative services when childcare services are open.

The Director will maintain accurate and complete child health records in Child Plus in compliance with all applicable State and Federal Standards and Regulations via the RI Dept of Health (KIDSNET), which are received from various sources. The Director will monitor children’s health and take necessary steps to secure appropriate treatment, as well as arrange for appropriate screenings to be conducted at regular intervals on all children. She/He will coordinate and develop a working Health & Nutrition Advisory Committee, which shall be made up of medical consultants, community representatives, parents, and staff.

Mininum Required Education

A Bachelor’s Degree is required, preferably related to the discipline of Health Services. Coursework and experience in pediatric and/or maternal health preferred. Bilingual/Bicultural in Portuguese and/or Spanish a plus.

Administrative Planning Liaison

East Bay Community Action Program (EBCAP) has an opportunity for an Administrative Planning Liaison in our East Providence, RI location. The Planning Liaison will promote participation of those with living and lived experience and family members on CCBHC Advisory Councils and will take the lead on implementing Advisory Council activities. They will also provide administrative work, and assistance to assigned staff within the Behavioral Health division.

The successful candidate will report to the Project Manager. Responsibilities include, clerical and administrative assistance. Report findings and recommendations to the CCBHC governing board and to state at least twice a year.

The position requires a minimum of a High School Diploma/GED required. This position requires a high degree of proofreading skills and attention to detail.

Assistant Coordinator - Summer Enrichment Camp

The Middletown Beyond the Bell Summer Enrichment Camp is designed to keep children learning and having fun during the summer with daily recreational activities, arts and crafts, and games, and weekly special events for students who will be entering grades 1-5 in the fall 2024. The Summer Enrichment Camp will be theme based, keeping the summer fresh and exciting. The program offers recreational and thinking activities, designed to strengthen participants’ minds and bodies and keep students active and learning in the summer. Students have the opportunity to explore a variety of planned activities and special events each week. The Middletown Beyond the Bell Summer Enrichment Camp is coordinated with the Middletown Public Schools summer academic intervention program to allow students to access both services as needed.

MCOZ Camp Assistant Coordinator:

• Assist the MCOZ Manager with managing the day to day operations of the MCOZ Camp.
• Support Camp Lead Teachers and Teacher Assistants
• Assist/coordinate arrival and/or dismissal, supporting lunch and recess, providing behavior support, parent contacts, daily logistics, and other duties as assigned.

Qualifications:

• Applicants should have a degree in education or a related field and experience in youth development, behavior management, and in planning and facilitating high interest and developmentally appropriate lessons with school age students, preferably elementary age.

Schedule:

Pre-Program: Approximately 2 hours of pre-program training/program orientation to be held prior to program start.

Program Weeks: July 8 - August 2, 2024 (possible extra week from 8/5-8/9)

Awake Overnight Residential Treatment Worker

East Bay Community Action Program (EBCAP) has an immediate full-time opening for a third shift Awake Overnight Residential Treatment Worker, for our residential group home in Providence, RI that serves up to eleven (11) adult men and women.

The individual in this “awake overnight” position supervises the safety and well-being of the clients during the hours of 11:00 pm and 7:00 am. He/she will perform housekeeping duties and administrative tasks, as well as assist and redirect clients during the night as necessary. He/she may occasionally educate and assist clients regarding household management, daily structure, adult daily living skills (ADL), nutrition, and food safety. All shifts require the observation and recording of self-administration of medications, and training will be provided to all new staff as necessary.

The Awake Overnight Residential Treatment worker will have a minimum of a bachelor's degree in a Human Services field (or an associate degree with two years of direct experience. The shift for this position is Tuesday, Thursday, Friday, and Saturday 11:00 PM to 7:00 AM.

Case Manager

The East Bay Community Action Program (EBCAP) is seeking a full-time Case Manager/Smart Optimal Solutions (SOS) Coach to support the LIHEAP (Low Income Home Energy Assistance) program located at 100 Bullocks Point Avenue in East Providence, RI.

• Provide one on one assessment to clients of the LIHEAP Program, who are seeking case management and further assistance, including long term monitoring of clients, providing energy conservation information, financial education, and refer to workforce development as needed.
• Attend community events to extend services through other social service agencies and community partners.
• Maintain relationships with collaborative partners and cultivate new ones. Responsible for collecting and analyzing data for LIHEAP and reporting on Smart Optimal Solutions Program.
• Develop and provide workshops and work with clients to set goals to complete identified program tiers.

Qualifications:

Clinical Therapist

East Bay Community Action Program (EBCAP) is seeking a full time Clinical Therapist for our Behavioral Health Services Division on the Assertive Community Treatment Team (ACT) at the 2 Old County Road location in Barrington, RI. The successful candidate will provide a wide range of clinical and care coordination services to clients served by the expanding Integrated Home Health Team. This position is office based, however, there may be instances when services are provided to our clients in the community as well as in the office.

The Clinical Therapist works collaboratively with the multidisciplinary team comprised of psychiatrist/advanced practice nurse, case managers, peer specialists, substance abuse specialists and nurses. As the clinician you will formulate and implement treatment plans and provide counseling and clinical interventions with the goal of improved independent function.

This schedule for this position is as follows:

• Monday through Friday; typically, 8:00 AM – 4:30 PM, with one day per week working 10:00 AM – 6:30 PM.
• Participate in periodic rotation of Saturday hours, resulting in a day off during the week
• Participate in a holiday rotation by working 1 – 2 holidays per year, resulting in holiday pay and holiday premium pay

A Master's Degree in a Human Services/Healing Arts related field required, LICSW, plus one full year clinical experience preferred. Experience in electronic medical record (EMR) a plus, however, would receive training in EBCAP’s EMR which is NextGen.

The individual will assist psychiatrically disabled residents of a Residential Rehabilitation Facility with learning and increasing daily living skills and structure, assisting clients in individual growth and optimizing personal independence, while adhering to individual treatment plans.

Responsible for medication monitoring and conduct assessment of individual cases to determine clients’ needs in regard to basic life areas and adult daily living skills, including, but not limited to, food, shelter, hygiene, medication, transportation, health care, financial management, as well as decent, safe, and sanitary living conditions. Provide a variety of services that educate, teach, supervise, assist, and encourage clients to attain the highest possible levels of independence and safety. Coordinate clinical care of assigned clients with multi-disciplinary team, as well as directly with the clients, and family members (if applicable), to ensure assessed needs are met. Immediately report to supervisor any conditions that fall outside the norms of acceptable situations, such as unsafe or unsanitary living conditions, decline in client functioning, etc.

Minimum Education Requirements

Associate's degree in a Human Services field required. Bachelor's Degree (BA) degree in Human Services preferred. Dental Hygienist and/or Community Dental Hygienist

East Bay Community Action Program’s (EBCAP) Premier Dental Center seeks a Full-Time or Part-Time Community Dental Hygienist to provide services onsite at schools throughout upper and lower East Bay, or a Dental Hygienist for our Dental Center located at 19 Broadway in Newport, RI. Our mission is to provide high-quality, comprehensive, accessible health, dental, behavioral health, and wrap-around human services to assist people to achieve their fullest potential.

The Dental Hygienist will follow through with oral hygiene procedures in accordance with treatment plans prescribed by the attending dentist. Procedures may include prophylaxis, periodontal scaling, root planning, debridement, supra and subgingival scaling and curettage, application of fluoride treatments, and application of protective sealants. The employee is responsible for updating the patient's medical and dental history and working with the dentist to chart findings in the patient's electronic dental record.

The Community Dental Hygienist mainly involves providing treatment to pediatric patients (up to 21 years of age) at Community site either in schools or Molar Express.

The Dental Hygienist(s) requires successful graduation from an accredited dental hygiene program and must be licensed by the RI DOH as a Dental Hygienist, and be additionally licensed in the application of local anesthesia.

Candidates must be familiar with an electronic medical record and have current Basic Life Support (BLS), Cardiopulmonary Resuscitation (CPR), and Emergency Cardiovascular Care (ECC) offered by any accredited agency.

Dental Sterilization Technician

East Bay Community Action Program (EBCAP) is seeking a Dental Sterilization Technician for our thriving Dental practice at 19 Broadway in Newport, RI. The successful candidate will perform prescribed methods of disinfecting examination rooms, specialty rooms, and dental equipment as articulated in EBCAP’s and OSHA’s Infection Control policies, procedures, and protocols, to minimize the spread of infectious disease. She/he will organize, restock, and set up treatment rooms (operatories), dental laboratory, sterilization areas and X-ray equipment throughout the day, based on provider and patient needs.

Director Senior Services

The East Bay Community Action Program (EBCAP) is seeking a Full-time Director of the Senior Services Department located at 100 Bullocks Point Avenue in East Providence, RI. We seek a motivated individual committed to enabling elders to live independently and comfortably in the community.

Responsible for managing all aspects of EBCAP’s Senior Services Case Management programs including hiring, supervising, evaluating, and training staff; providing consistent, culturally sensitive, and responsive case supervision; assisting in developing program budgets and responsible for managing the budgets; ensuring compliance with all contractual, billing, and regulatory requirements; and ensuring accurate and timely reporting to funders and other external partners. EBCAP’s next Director of Senior Services will lead our implementation of Conflict Free Case Management for seniors who require a wide range of home and community-based supports. The Director will also manage Protective Services for seniors, funded by RI’s Office of Healthy Aging, who may be experiencing self-neglect or are at risk for maltreatment. Senior Services is one component of EBCAP’s Family Development Division, a growing division of social service and health equity programs; and the Director and their staff collaborate closely with other Family Development programs as well as EBCAP’s Integrated Health Division. The ideal candidate will have extensive case management experience and a great understanding of the needs of older individuals who need support and their families. Emergency Services/Brief Treatment Clinician

East Bay Community Action Program (EBCAP) is seeking a full time Emergency Services Clinician/Brief Treatment Clinician for our 2 Old County Road location in Barrington, RI. The Clinician will provide emergency and crisis intervention services including, but not limited to; assessment, coordination and integration of care.

1. Provide group, individual and family therapy to clients as required.
2. Participate in crisis response services providing risk assessment, crisis intervention, stabilization and counseling, and assessment for hospitalization in the office and community.
3. Triage crisis calls from individuals/families and referrals from organizations such as, police departments, or schools conducting face to face assessments.
4. Provide integrated behavioral health services including emergency services, crisis stabilization, opiate triage, harm reduction, and outreach/engagement for referrals.
5. Conduct diagnostic assessments for all behavioral health sites including initial intakes and on-going crisis stabilization sessions.
6. Provide treatment that is compliant with State, Federal, licensing, and JCAHO standards.
7. Actively participate in team communication and consultation on difficult case reviews.
8. Adhere to the Center’s published standards for clinical paperwork submission.
9. Participate in ongoing quality improvement efforts. Represent the organization at various community education and/or awareness meetings.
10. Participate in organizational committees and/or workgroups as assigned.
11. Participate in supervision, ensuring the process of quality assurance. Keep supervisor informed of significant information during regular supervision or on an ad-hoc basis.

Master’s Degree in Social Work, Counseling, Marriage and Family Therapy or other related social services field. Intern Head Start/Early Head Start

East Bay Community Action Program (EBCAP) is seeking positive and energetic individuals for our internship program at our Chafee Head Start in Newport, RI.

Participate in a paid, Early Childhood Internship Program for up to 9 weeks or 180 training hours. The program is designed to prepare candidates to begin a career in Early Childhood Education with a focus on developmentally appropriate practices that ensures all children have the opportunity for a high-quality , nurturing, and safe learning experience.

The 9-week program will include in-person and virtual training, hands-on practice, classroom observation with instruction, assessment of skills, and group mentoring.  Training will include early childhood development (birth to 5 years) and quality practices as outlined in Head Start Program Performance Standards, Rhode Island Child Care Center Regulations for Licensing, Head Start Early Learning Outcomes Framework, RI Early Learning and Development Standards, Incredible Years (IY), Conscious Discipline classroom strategies (CD), The Creative Curriculum and developmentally appropriate practices (DAP) as defined by the National Association for the Education of Young Children (NAEYC).   The program supports interns who complete training and practice to engage with children under the supervision of an Education Coordinator or Lead Teacher.

Lead Teacher - Summer Enrichment Camp

The Middletown Beyond the Bell Summer Enrichment Camp is designed to keep children learning and having fun during the summer with daily recreational activities, arts and crafts, and games, and weekly special events for students who will be entering grades 1-5 in the fall 2024. The Summer Enrichment Camp will be theme based, keeping the summer fresh and exciting. The program offers recreational and thinking activities, designed to strengthen participants’ minds and bodies and keep students active and learning in the summer. Students have the opportunity to explore a variety of planned activities and special events each week. The Middletown Beyond the Bell Summer Enrichment Camp is coordinated with the Middletown Public Schools summer academic intervention program to allow students to access both services as needed.

Lead Teacher:

• Plan and facilitate a variety of high-quality enrichment activities based on a weekly theme, incorporating high-interest, inquiry-based lessons and skill building.
• Activities must allow students opportunities for independent and group learning and hands-on experiences and include indoor and outdoor activities.

East Bay Community Action Program (EBCAP) is seeking a full-time (30 hours per week) and a part-time (15 hours per week) Lead Teacher for our Newport Family & Child Opportunity Zone (NFCOZ) Program at the Pell Elementary School in Newport, RI. NFCOZ provides services and referrals to Newport children and their families in school and community settings, in partnership with Newport Public Schools, parents, and the community.

The Lead Teacher is responsible for creating and implementing the curriculum and thematic activities for their assigned Champion Childcare Program at Pell classrooms, the development and implementation of a nurturing environment for the children, supervision, and care of enrolled elementary students, Communication with families; and assisting to supervise and direct childcare teacher assistants.

Support students who are identified as needing additional resources and interventions in coordination with classroom teachers and specialists. Assist the Coordinator NFCOZ to offer students a broad array of activities that reinforce and complement the regular academic program and that support connections to school, assist students to develop 21st Century skills, and contribute to students’ and emotional growth. Supervise children and ensure safety while attending assigned sessions.

The Nurse Manager position will report to the Director of Nursing and collaborate with other members of the Health Center leadership team to promote integrated care and provide seamless operations of the health center. Program Facilitator - Summer Learning Academy

The Newport Summer Learning Academy (SLA) will provide an in-person, 6 week literacy focused program intended to mitigate summer learning loss for Newport Public Schools rising 1st-4th grade students. SLA is part of the Reading Reaps Rewards (R3) Initiative which is a collective of summer programs across Newport that provide literacy skill building as part of their camps. SLA works in partnership with Newport Public Schools (NPS) to provide access to high-quality summer programming for students who need help making academic gains, multilingual students, and our differently-abled students.

Program Facilitator:

• SLA Program Facilitators will plan and facilitate a variety of enrichment activities that build upon lessons and skill building done during the morning portion of the day.
• Activities must be planned in coordination with SLA Teachers/EL Teachers and allow students opportunities for independent learning and hands-on experiences.
• SLA Program Facilitators should feel comfortable with open ended activities and changing planned activities based on student interest and ability.
• SLA Program Facilitators will also attend a weekly field trip (usually Fridays) and/or water play activities with their class.

This summer we will utilize the Growing Up Wild curriculum to support the theme of the summer program. SLA Program Facilitators will be able to utilize this curriculum to develop their daily activity plans. Training will be provided before the program begins.

Qualifications:

• Applicants should have a degree in education or a related field and experience in youth development, behavior management, and in planning and facilitating high interest and developmentally appropriate lessons with school age students, preferably elementary age.
• College students working toward a degree in elementary education and who have experience facilitating activities with elementary age children may be considered for SLA Facilitator.

Schedule:

Program Weeks: July 8th to August 16th, 2024 (please note we will be open on Victory Day on Aug 12, 2024)

Residential Group Home Assistant

Residential Group Home Case Manager (per diem)

East Bay Community Action Program (EBCAP) is seeking On-Call Residential Case Managers, for our residential group to assist up to eleven (11) adult men and women living with serious and persistent behavioral health issues in our residential group homes in East Providence and Warren, RI. The Residential Case Managers have the opportunity to cover a variety of shifts (7:00 am to 3:00 pm, 3:00 pm – 11:00 pm, and/or 11:00 pm to 7:00 am) and duties will depend on particular shift covered.

On first and second shifts, the ideal candidates will provide a variety of services that educate, teach, supervise, assist, and encourage clients to attain the highest possible levels of independence and safety. The Residential Case Managers will coordinate clinical care of assigned clients with multi-disciplinary team and family members (if applicable) to ensure assessed needs are met.

On third shift, the ideal candidates will perform housekeeping duties and administrative tasks, as well as assist and redirect clients during the night as necessary. • Provide in-person instruction to a classroom of 15-18 students who have been grouped together intentionally based on age, grade, academic testing performance, and English language proficiency.
• Plan daily high-interest, experiential lessons that engage students with literacy and numeracy in a meaningful way. Lessons should get students moving, take them outside the classroom, and have hands-on/minds-on components.
• Incorporate small group work and opportunities for independent practice and inquiry-based learning. Time will be spent ensuring that all students are tracking and building skills and meeting the learning objectives set for the summer.
• Utilize the Growing Up Wild curriculum to support the theme of the summer program.
• Conduct pre and post assessments of students as a requirement of the Summer Learning Initiative using SAYO-Y (Survey of Academic and Youth Outcomes-Youth Survey)

Qualifications:

• All teachers must be certified, elementary certification preferred.
• EL Teachers must also have an active EL certification.
• SLA and EL Teachers will need to be comfortable with open ended activities and changing planned activities based on student interest and ability.

The Middletown Beyond the Bell Summer Enrichment Camp is designed to keep children learning and having fun during the summer with daily recreational activities, arts and crafts, and games, and weekly special events for students who will be entering grades 1-5 in the fall 2023. Weatherization Auditor/Inspector

East Bay Community Action Program (EBCAP) is seeking a full-time Weatherization Auditor/Inspector to perform comprehensive energy audits in homes and apartments for income-eligible households, with a special focus on health and safety.  This includes but is not limited to heating/cooling efficiency tests, checking the insulation in walls, attics, and basements, as well as assessing for gas leaks and/or carbon monoxide levels. He/She will also ensure all work performed, as well as all clients deemed eligible, are in compliance with all Federal, State, and Agency regulations pertaining to the weatherization program, and that approved spending and documentation requirements for services is within grant specifications.
