SBIRT Screening Clinician (EBCAP0198)

East Bay Community Action Program is seeking a full time, Masters level SBIRT Screening Clinician to provide services to our clients in Newport. The SBIRT Screening Clinician will provide a wide range of age-appropriate clinical services to one or more populations served by the organization (child, youth, adult, geriatric, addictions, etc.). In addition, provide a thorough assessment to include risk factors, including but not limited to history of abuse or neglect. EBCAP is an approved site for the NHSC Loan Repayment Program.

Job Responsibilities:

  • Conduct screenings using evidence based tools (PHQ, CAGE-AID, GAD etc.) and brief intervention, session limited interventions (Motivational Interviewing, CBT etc.) and referral to longer term counseling when deemed appropriate.
  • Receive telephone calls from individuals and referrals from organizations, families, police departments, or other third parties and determine appropriate intervention.
  • Manage treatment issues to ensure appropriate level of treatment, and to work through immediate crisis and appropriately assess risk. Conduct face to face assessments to triage proper interventions. Provide treatment that is compliant to SBIRT guidelines.
  • Participate in supervision, ensuring the process of quality assurance.
  • Collaborate with internal Care Team members on open clients who present to SBIRT for assessment.
  • Effectively and candidly presents ideas (with individuals and within groups) in both written and verbal formats and demonstrates active listening skills. Actively supports the two-way flow of information, with a strong emphasis upon cooperative partnering and collaborative interactions, will respecting individuality and diversity. 
  • Determine if and when a medication valuation may be necessary to complement psychotherapy and refer to Prescriber. Provides medication adherence counseling and disease management counseling.
  • Educate clients in the process of treatment, overcoming obstacles, and resistance.• Adhere to Productivity Expectations.
  • Adhere to published standards for the Completion of Clinical Documentation.• Follow all organizational clinical and administrative policies and procedures. 


  •  Master’s Degree in  Human Services.
  • Experience in a community health, substance abuse, social work or clinical setting preferred. 
  • Must submit a BCI and demonstrate proof of being free from disqualifying information. • Proficiency with electronic medical record(s); Ability to work effectively with a multidisciplinary staff and outside providers; Experience with Motivational Interviewing; Experience working with patients regarding their care team coordination 
  • All clinicians must demonstrate knowledge of age-specific, culturally sensitive assessments and therapies, as well as providing individual assessment, individual, family and group therapies. Must be able to read, write and communicate in English. Employee is expected to maintain clinical licensure in good standing, and participate in continuing education activities.
