The heating and energy office administers the Low Income Home Energy Assistance Program (LIHEAP) for the East Bay area with federal funding earmarked for the state of Rhode Island. LIHEAP is designed to help low-income clients meet the ever-increasing cost of home energy. Payments are made directly to vendors who then credit the client's account for the amount specified. Eligible clients also qualify for a reduced electric rate as well as a discount on the client's telephone bill.

The Heating and Energy office also administers the Weatherization Assistance Program (WAP). This is a program designed to reduce the amount of heating fuel consumed by the household by taking measures to insulate the home against the cold. A complete energy audit is performed, using the latest technology in determining which measures are the most cost effective. A work order is then given to a licensed weatherization contractor who performs all measures required by the agency's auditor. Statistically, a 20-40% savings in home heating fuel is realized by the client after the home has been weatherized. This program is able to replace boilers/furnaces for income eligible households whose heating plants have failed and are beyond repair.

The Appliance Management Program (AMP), funded by National Grid and also administered by the Heating and Energy office, provides a comprehensive electrical audit on the home. This program provides education on electric conservation to the client along with compact fluorescent light bulbs, timers, refrigerator brushes, faucet aerators and sometimes a new refrigerator and/or freezer is called for depending upon the usage.

This program serves: East Providence, Barrington, Warren, Bristol, Tiverton, Little Compton, Portsmouth, Middletown, Newport and Jamestown.
