East Bay Community Action Program's Head Start, Early Head Start and Child Care programs provide comprehensive child development services to children ages birth to five and their families annually. The goal of the program is to enhance the cognitive, social, emotional and physical development of low-income, at-risk children, in an effort to prepare them for kindergarten, ready to learn and succeed.

Services include:

  • Developmentally appropriate preschool programs at no cost to income eligible children
  • Full-day, year-round child care for infants, toddlers and preschool children
  • Healthy meals and snacks
  • On site nurse, nutritionist and mental health advisor
  • Comprehensive social services
  • Visits to families
  • Adult education, employment and job training referrals
  • Parenting workshops


Services are provided at no cost to income eligible families, specifically those families living at or below Federal poverty guidelines or who are receiving Temporary Assistance to Needy Families (TANF) benefits. Children ages 0-5 in the Foster Care System are automatically eligible at no cost. More than 10% of enrolled children have a diagnosed disability. Services are provided to families living in Newport County, Warren, Bristol, Barrington and East Providence, Rhode Island.

Head Start offers a part day (9AM-1PM), part year option for preschoolers aged 3-5, and a full day, year round option for infants, toddlers and preschoolers to accommodate working parents. A home based program provides weekly home visits and regularly scheduled socialization opportunities for pregnant women and families with infants and toddlers.
